各服务对 VoIP 号码和验证码究竟公开说了什么
搜索某个服务是否接受 VoIP 号码，几乎所有答案都来自卖号码的网站。其中一些答案引用的话，那些公司根本没说过。本页汇集一手来源：企业自己的原话，附上网址和读取日期。

真实存在的规则
有五家公司在自己的文档中写明了号码类型规则。下面完整引用。细节比结论更重要。

被当成规则引用，其实不是规则
这四家常被说成禁止 VoIP。其实没有一家是。在你决定买什么的时候，“我们建议”和“你不能”之间的区别就是问题的全部。

公开说明恰恰相反的服务
有三个服务确实公开了关于号码类型的说明，但方向相反：它们明确兼容非手机线路。
- PayPal 发送一次性验证码的方式是“by SMS, WhatsApp to your mobile phone number, or via phone call to your landline, or by email”（通过短信、WhatsApp 发到你的手机号码，或打电话到你的固定电话，或通过电子邮件）。明确支持固定电话。
- Amazon 在零售业务的两步验证帮助中没有提到号码类型。它的 KDP 文档提到了，但只是注明“OTP through calls are not supported on Landlines”（固定电话不支持通过电话接收一次性验证码）。
- eBay 在账户安全帮助中公开了排除固定电话的规定。我们是在请求被重定向到的西班牙语页面上读到的。我们没有看到英文原句，所以不引用。
什么都没公开的服务
人们最常问到的机构中，有两家在我们查看的页面上没有任何关于号码类型的说明。这种沉默本身就是发现。这也是为什么“我的银行接受这个号码吗？”常常变成论坛上陌生人之间的争论。
- Chase 把两步验证描述为“a one-time code via email or phone”（通过电子邮件或电话发送的一次性验证码），完全没说是哪种电话。
- Bank of America 在目前的安全页面上没有公开任何号码类型说明。它较早的安全常见问题页面现在已重定向到别处。
人人都在转述的 Apple 引文
卖号码的页面经常引用 Apple，说它禁止用 VoIP 做验证。Apple 确实发布过这句话：“You can't use landline or web-based (VOIP) phone services for two-step verification.”（两步验证不能使用固定电话或基于网络的 VoIP 电话服务。）但从来没人一起转述它出自哪里：一个已归档的页面，Apple 标注为不再更新，描述的是两步验证，也就是 Apple 已用双重验证取代的旧系统。
在 Apple 目前的双重验证页面上，没有任何号码类型规则。Apple 今天公开的是一种接收方式：你“can choose to receive the codes by text message or automated phone call”（可以选择通过短信或自动电话接收验证码）。把那句归档的话当作 Apple 的现行政策来引用，已经落后了整整一代系统。
我们无法核实的内容
有两条广为流传的说法无法从源头确认。本页不重复它们。未经核实的说法，正是本页其余部分要纠正的东西。
- Cash App 常被引用为对 Google Voice 和 Skype 号码有规定。那篇帮助文章的标题确实存在，但正文在浏览器中渲染，我们无法读取。唯一的佐证来自其他卖号码的页面。
- Coinbase 被引用的是一个关于固定电话和两步验证的页面。我们的每次请求都被其防护层拒绝，也没有观察到重定向。我们没有任何一手内容可以引用。

如果验证码收不到，这意味着什么

常见问题
哪些服务肯定拒绝 VoIP 号码？
公开写明的五家：Microsoft、LinkedIn、Discord、Steam 和 WhatsApp。LinkedIn 仍接受固定电话，WhatsApp Business 也接受固定电话注册，所以即使是这几家，也不是简单的“只限手机”。
我的银行接受这类号码吗？
大多数银行从不说明。Chase 和 Bank of America 都没有公开任何号码类型说明，所以任何声称知道它们政策的人都是在猜。真实手机线路比网络号码更常被接受，但没有人能对某家具体银行做出保证。
为什么那么多页面引用根本不存在的规则？
回答这些问题的页面大多出自卖号码的公司，引文在它们之间互相复制，没人去打开源头看看。那句广为流传的 Apple 引文是真的，但它来自一个已归档的页面，讲的是 Apple 早已取代的系统。
Cleat 线路是 VoIP 吗？
不是。它是真实的美国手机线路。可以接收短信，来电会转成文字。它不能拨打电话或发送短信，也不能拨打 911。
这个页面多久核查一次？
