指南 · 2026 年 9 月核查

各服务对 VoIP 号码和验证码究竟公开说了什么

搜索某个服务是否接受 VoIP 号码，几乎所有答案都来自卖号码的网站。其中一些答案引用的话，那些公司根本没说过。本页汇集一手来源：企业自己的原话，附上网址和读取日期。

真实存在的规则

有七家公司在自己的文档中写明了号码类型规则。下面完整引用。细节比结论更重要，而这些细节彼此并不一致。

服务公开说明
Microsoft“VOIP numbers cannot be added as a way to sign in or get verification codes. Please add a mobile phone number.”（VoIP 号码不能添加为登录或接收验证码的方式。请添加手机号码。）
LinkedIn“Cell and landline phones are supported. VoIP numbers aren't.”（支持手机和固定电话，不支持 VoIP 号码。）注意，LinkedIn 接受固定电话。这不是只限手机的规则。
Discord“Also, make sure the phone number is not associated with a landline or VOIP device, and that the number you are trying to use is associated with a mobile device.”（另外，请确保该号码不属于固定电话或 VoIP 设备，并且你要使用的号码属于移动设备。）
Steam“We are unable to accept new VoIP phone numbers on Steam due to them not meeting our security requirements.”（由于 VoIP 电话号码不符合我们的安全要求，Steam 无法接受新的 VoIP 号码。）Steam 还补充说预付费号码没问题，并且“Select carriers use VoIP technology in their cellular plans and we are unable to support these”（部分运营商的手机套餐使用 VoIP 技术，我们无法支持这些号码）。Steam 自己的检测会拦下一些真实的手机线路。
WhatsApp“Unsupported phone numbers, such as VoIP, landlines, toll-free, paid premium numbers, universal access numbers (UAN), shared cost, and personal numbers can't be registered on WhatsApp.”（不受支持的号码，如 VoIP、固定电话、免费电话、付费增值号码、统一接入号码 UAN、分摊费用号码和个人号码，无法注册 WhatsApp。）紧接着的下一句允许在 WhatsApp Business 上使用固定电话。
Login.gov不接受“Google Voice or similar VoIP (Voice over Internet Protocol) numbers”（Google Voice 或类似的 VoIP 网络电话号码）。它接受固定电话，却拒绝“Most prepaid phone numbers”（大多数预付费电话号码）——在预付费这一点上与 Steam 正好相反。
OpenAI“We do not support use of landlines, VoIP, Google Voice, or premium numbers at this time.”（目前不支持使用固定电话、VoIP、Google Voice 或付费号码。）固定电话同样被拒，所以这条规则实际上只接受手机号。
引自各公司自己的帮助页面，2026 年 9 月 12 日读取；Steam 和 Login.gov 于 2026 年 9 月 17 日重新读取，OpenAI 于同日读取。

把这七家放在一起看，根本不存在一条统一的规则。Steam 让你去找“a mobile or prepaid phone number”（手机号码或预付费号码）；Login.gov 却拒绝“Most prepaid phone numbers”（大多数预付费号码）。LinkedIn 和 Login.gov 接受固定电话；Discord 和 Telegram 拒绝。已经写下来的规则尚且互相矛盾，这就是现有最好的证据，说明那些没写下来的规则同样不会更一致。“没有文档、无法预测”并不是我们对这个领域的抱怨，而是它的真实状态。

被当成规则引用，其实不是规则

这四家常被说成禁止 VoIP。其实没有一家是。在你决定买什么的时候，“我们建议”和“你不能”之间的区别就是问题的全部。

服务原话实际含义
Uber“When adding a phone number to your rider account, we recommend using a number associated with a wireless mobile phone provider.”（为乘客账户添加电话号码时，我们建议使用无线移动运营商的号码。）是建议，不是规则。
Wise“Sometimes, we can't send out an SMS to phone numbers for security reasons… because of our internal verification checks for your number.”（有时出于安全原因，我们无法向某些电话号码发送短信……原因是我们对你的号码进行的内部验证检查。）承认存在号码层面的检查，但没说检查什么。
Venmo“…use a cellular/wireless telephone number that you own.”（……使用你本人拥有的蜂窝/无线电话号码。）这是用户协议中关于使用资格的条款，不是验证规则。“本人拥有”这一半和“蜂窝”这一半同样重要。
Telegram“Telegram accounts can only be connected to a mobile number. We currently don't support landline numbers.”（Telegram 账户只能绑定手机号码。我们目前不支持固定电话号码。）排除的是固定电话。Telegram 在这里从未提到 VoIP 一词。
来源相同，日期相同。注意看动词。

公开说明恰恰相反的服务

有三个服务确实公开了关于号码类型的说明，但方向相反：它们明确兼容非手机线路。

  • PayPal 发送一次性验证码的方式是“by SMS, WhatsApp to your mobile phone number, or via phone call to your landline, or by email”（通过短信、WhatsApp 发到你的手机号码，或打电话到你的固定电话，或通过电子邮件）。明确支持固定电话。
  • Amazon 在零售业务的两步验证帮助中没有提到号码类型。它的 KDP 文档提到了，但只是注明“OTP through calls are not supported on Landlines”（固定电话不支持通过电话接收一次性验证码）。
  • eBay 在账户安全帮助中公开了排除固定电话的规定。我们是在请求被重定向到的西班牙语页面上读到的。我们没有看到英文原句，所以不引用。

什么都没公开的服务

人们最常问到的机构中，有两家在我们查看的页面上没有任何关于号码类型的说明。这种沉默本身就是发现。这也是为什么“我的银行接受这个号码吗？”常常变成论坛上陌生人之间的争论。

  • Chase 的说法是“additional validation checks like mobile app notifications or a one-time code to authenticate you”（额外的验证方式，例如手机应用通知或用于验证身份的一次性验证码），完全没说验证码会发到哪种电话。
  • Bank of America 在目前的安全页面上没有公开任何号码类型说明。它较早的安全常见问题页面现在已重定向到别处。

人人都在转述的 Apple 引文

卖号码的页面经常引用 Apple，说它禁止用 VoIP 做验证。Apple 确实发布过这句话：“You can't use landline or web-based (VOIP) phone services for two-step verification.”（两步验证不能使用固定电话或基于网络的 VoIP 电话服务。）但从来没人一起转述它出自哪里：一个已归档的页面，Apple 标注为不再更新，描述的是两步验证，也就是 Apple 已用双重验证取代的旧系统。

在 Apple 目前的双重验证页面上，没有任何号码类型规则。Apple 今天公开的是一种接收方式：你“can choose to receive the codes by text message or automated phone call”（可以选择通过短信或自动电话接收验证码）。把那句归档的话当作 Apple 的现行政策来引用，已经落后了整整一代系统。

两条我们回头核实过的说法

有两条广为流传的说法，在本页初次撰写时无法读取：这两个帮助中心都拒绝脚本请求。2026 年 9 月 15 日，我们在浏览器中读到了这两篇文章。它们说的都不是通常被引用的那个意思。

  • Cash App 常被引用为对 Google Voice 和 Skype 号码有规定。这句话确实存在，但它出自 Cash App Taxes 的帮助中心，文章日期为 2021 年，而且允许使用家庭固定电话。在我们读到的页面里，支付应用自己的帮助文档没有提到 VoIP。两边各自怎么说。
  • Coinbase 被引用的是一个关于固定电话和两步验证的页面。该页面说的是 Coinbase 不通过语音电话发送验证码。在我们读到的页面里，它没有公布任何关于 VoIP 的规则。Coinbase 实际公布了什么。

如果验证码收不到，这意味着什么

常见问题

哪些服务肯定拒绝 VoIP 号码？

公开写明的七家：Microsoft、LinkedIn、Discord、Steam、WhatsApp、Login.gov 和 OpenAI。LinkedIn 和 Login.gov 仍接受固定电话，而 Login.gov 拒绝大多数预付费号码、Steam 却建议用预付费号码，所以即使是写下来的规则，也不是简单的“只限手机”。

我的银行接受这类号码吗？

大多数银行从不说明。Chase 和 Bank of America 都没有公开任何号码类型说明，所以任何声称知道它们政策的人都是在猜。真实手机线路比网络号码更常被接受，但没有人能对某家具体银行做出保证。

为什么那么多页面引用根本不存在的规则？

回答这些问题的页面大多出自卖号码的公司，引文在它们之间互相复制，没人去打开源头看看。那句广为流传的 Apple 引文是真的，但它来自一个已归档的页面，讲的是 Apple 早已取代的系统。

Cleat 线路是 VoIP 吗？

不是。它是真实的美国手机线路。可以接收短信，来电会转成文字。它不能发送短信，也不能拨打 911。Cleat Line 不能拨打电话；Cleat Full 支持在网页应用里通话。

这个页面多久核查一次？
