Take the first quote literally, because it is the strictest sentence any service in this section publishes. WhatsApp does not only want a number that can receive a code; it describes a SIM card, in the phone, for the number being registered. The next sentence on the same page carves out exactly one exception, and it is not a VoIP one: “Landines can only be used when registering on on the WhatsApp Business App, where you will receive the code via your landline number” (WhatsApp) — the typos are WhatsApp's.

On delivery, WhatsApp offers both channels and an email fallback for an account that already exists: “Request a new registration code via SMS or phone call”, and if you added an email during setup, “you can receive a verification code through email” (WhatsApp). It also warns that repeated guesses lock you out for a while: “You may see the message 'You have guessed the code too many times.' if you enter the wrong code more than once”, and “There's no way to make this faster.”

Changing the number on an account you already have

This is the move an emigrant actually needs, and it is supported, documented and free. The catch is timing: it runs from inside the app while both numbers are reachable. WhatsApp's warning is blunt — “If you change your phone number by mistake, there's no way to revert this change” — and it adds a trap about groups: “If you resume use of your original phone number and want to regain access to your groups, you'll need to ask the group admin to re-invite you” (WhatsApp).

One more thing nobody expects. Your backups do not follow you: “Cloud backups of your chat history are linked to the phone number used when the backup is created. This means that when you change your number, all backups made using the old number can no longer be used to restore your data” (WhatsApp). Make a fresh backup the day you change.

Before you give up a US number

1. 01Decide which number you will genuinely still hold in a year. That is the one to move to.
2. 02Tell your contacts first — WhatsApp asks you to, so your new number isn't an unknown caller in their app.
3. 03Change the number from Settings → Account → Change Number while the old one still receives texts.
4. 04Make a new backup afterwards, because the old one is tied to the old number.
5. 05Check anything else that texts that number — banks, airlines, the services that re-check later — before you let it lapse.

The Business Platform is a different product

This is where the research everyone quotes comes from, and it is about a different thing. The WhatsApp Business Platform — the API businesses send notifications through — publishes its own requirements for a number: it must “be owned by you”, “be able to receive voice calls or SMS”, and “have a country and area code (short codes are not supported)”. It also states that “Numbers already in use with WhatsApp cannot be registered unless they are deleted first” (Meta).

So a number is either a person's WhatsApp account or a business's Platform sender, never both at once, and moving one to the other destroys the other. None of that is a rule about consumer registration, and quoting it as one — which the pages selling numbers routinely do — muddles two products that behave nothing alike.

Where a Cleat line fits

When Cleat is the wrong answer here

• Registering a new WhatsApp account. WhatsApp asks for an active SIM in your phone and names VoIP as unsupported. Buy a SIM, not a rented line.
• A second WhatsApp account alongside your own. One number, one account, and a second account is not what this product is for.
• A WhatsApp Business Platform sender. Meta requires a number you own that is not already a WhatsApp account, and registering it there takes it out of the consumer app for good.
• Anything that needs the line to place a call. Cleat receives only: no outbound texts, no outbound calls, no 911.
