On Telegram, whoever has the number has the account

Telegram is unusually honest about its own security model, and the honest reading is uncomfortable for anyone selling numbers. Read what it says first, then decide whether a line you rent belongs on your account.

That is the whole risk model in two sentences. Telegram has no email on file to fall back to and no support queue that can identify you another way. It follows that the number under a Telegram account has to be one you will still control for as long as the account matters — Telegram says as much in its own advice to people changing numbers: “make sure you have access to your connected phone number – otherwise you risk losing access to your account” (Telegram).

Telegram excludes landlines and never uses the word VoIP. A Cleat line is a real US mobile line rather than an internet number, which is the distinction that check is looking at — but a published rule about landlines is not a promise about anything else, and no provider can give you one. Two delivery details are worth knowing. Codes do not always arrive by SMS: “If you have recently used one of our apps on another device (it could also be a different app on the same device), we may send the login code via Telegram instead of SMS” (Telegram). And the voice fallback has a condition: “login codes dictated via a phone call are only available for accounts that have two-step verification enabled”. Telegram's API documents both a dictated call and a missed-call code whose digits are the caller's number — which a receive-only line reads as a call, not a text. This is the single control that decouples your account from your number, and Telegram recommends it in exactly those terms: “if you're looking for more security or have reasons to doubt your mobile carrier or government, we recommend protecting your cloud chats with an additional password”. Add a recovery email while you are in there, and note that Telegram now offers a passkey too — “to log in without an SMS code at all, using your device's PIN, fingerprint or face scan” (Telegram).

Moving the account to another number

Telegram's number change is the friendliest in this section: “You can change your number in Telegram and keep everything, including all your contacts, messages, and media from the Telegram cloud, as well as all your Secret Chats on all devices” (Telegram). One condition — “If you already have a different Telegram account on the target number, you'll need to delete that account first.”

  1. Open Settings and tap your phone number, just above the username.
  2. Choose Change Number and enter the number you will actually keep.
  3. Confirm from the code sent to the new number, while the old one still answers.
  4. Check Settings → Devices afterwards and end any session you don't recognise.

The clock nobody remembers

Telegram deletes accounts that go quiet: “If you stop using Telegram and don't come online for at least 18 months, your account will be deleted along with all messages, media, contacts and every other piece of data you store in the Telegram cloud”, and “You can change the exact period after which your inactive account will self-destruct in Settings” (Telegram). An ops account nobody signs into is on a timer, and so is the number attached to it.

Where a Cleat line fits

When Cleat is the wrong answer here

  • An account you want to be untraceable. Cleat lines are held by one identity-verified person, and that person is on the hook for what the line is used for.
  • Accounts you plan to abandon. Telegram binds the account to the number. If you will not keep the line, do not put an account you care about on it.
  • A second or throwaway account. One line, one identity, one person. Creating accounts you are not entitled to breaks our terms as well as theirs.
  • Your only protection. Turn on Telegram's two-step password. A number alone should never be the whole lock.

Questions

Does Telegram accept a VoIP or virtual number?

Telegram's FAQ excludes landlines and says accounts can only be connected to a mobile number. It never uses the word VoIP, so there is no published rule either way, and no provider can promise a result.

What happens to my Telegram account if I give up the number?

Telegram says the phone number is the only way it identifies a user, and whoever has the number has the account. Change the number on the account before you release the line, and keep a two-step password on it.
